The word "lag" doesn't really describe what I think you are describing... which I think would more accurately be called "freezing". I get that from time to time, and I think it usually occurs when something dramatic happens on the server like 8 cars smashing into each other T1 at Spa... but it usually only happens maybe 1-2 times in an entire race, not every few seconds.
