• Too many different timezones to cover.
  
• Not enough population in general across all of those timezones.
  
• Waste of server space if non-rookies can't join as well.
  
• Rookies racing only rookies doesn't teach rookies much of anything but more bad habits. Better to have them join races and record replays of people at the front of the grid doing clean battles than them fumbling around in the dark.
  

Race with everyone that registers for every race, file protests against people who are clueless/aggressive/retaliatory/dangerous. It isn't perfect, but nothing about simracing online ever is.
