I know some races on SRS are hectic and dangerous even in these perfect conditions...

This is exactly why they should be as stagnant as possible. It's already a rarity that everyone on a server actually practices a car/track combo in the first place. Lack of variables promotes easier practicing, which promotes better overall racing safety for the whole grid.

As far as the sun and whatnot, VR apparently shits the bed at certain times of days for some users so I think the current default settings was arrived at to make sure everyone gets the best view of the track. Again, to promote safety.
