Just wondering if DRS being off on the f2 series in Okayama was an intentional choice or a mistake.

I was thinking the same thing, since the track seems to have dedicated detection zones, not DRS available everywhere. I kind of prefer having DRS off, because it's one less thing to pay attention to so you can focus more on your personal bests, and I don't really see the point because everyone uses DRS at the same time which more or less makes it useless, and you can abuse it on race starts.
