I had the same problem today when I joined the Pantera race on Mosport 2020. Disabling SRSskin in CM and ending the srsskintransfer.exe process solved it for me, too.
Like Road America, Mosport 2020 has some animations. There are some cars driving outside the track area and at least one waving 3D spectator.
Interesting though, that the first Pantera race this season was at Road America, and I had no problems there.
