Nice catch. I don't know how important it is given this is sort of a niche audience, of course... but it seems like it should be possible to detect a number of registrations without race results that are beyond some limit and start throwing penalties at it.
I think I'd find it easier to just be more careful than it would be to sign up for races I don't plan on actually joining.
