Yes, with TC and ABS 1 is the highest amount. The higher the number the less intervention it has.
The F2004 is a great car to showcase this if you want to test it for yourself. If you set TC to 1 or 2 then the first 2 gears bog down massively. Set it higher and it's not as restrictive. Any car with multiple ABS settings and you'll feel the difference.
