Absolutely. I checked three more countries with low numbers of people and they would totally lead the ranking:
- Austria would have a whooping 120.4 (I don't have a problem with that though, haha)
- The Czech Republic would be quite good as well with 102.71
- Finnland too with 80.01
A ranking like that would definitely need a rating limit (150? 200?).
