Yup. Search the Kunos public servers for "simracingsystem" and you should see all the servers that are live. You can join whichever one you successfully registered into. This is how I join servers regardless of time.

As long as you were registered to race you can join any time.

Today I tried doing that when I was disconnected mid race - I got in but was the only driver on the server just like when I lost connection. I got frustrated and called it a day. 

My question is - in general is it possible to rejoin a race this way or once the connection drops it's over?

It should be possible for you to join the server again after you lose connection. I lost connection during qualifying the other day and was able to join back in just before the race started.
