Yes, with TC and ABS 1 is the highest amount. The higher the number the less intervention it has.
The F2004 is a great car to showcase this if you want to test it for yourself. If you set TC to 1 or 2 then the first 2 gears bog down massively. Set it higher and it's not as restrictive. Any car with multiple ABS settings and you'll feel the difference.

I agree, it's so illogical that Spock would have a meltdown :
But then Kunos did a lot of things with AC that weren't logical. At least they mention their illogical decision in the tooltip when hovering over the TC and ABS settings... Which is more than Sector 3 do with Raceroom.
