Can't be bothered learning photoshop, as I am too used to Fireworks and I would have no other use for PS.
I'll be happy to fork out a little money if somebody can produce a simple livery for my MX5 Cup - basically the Scottish flag, blue with St Andrew cross in whit.

I haven't used this software before, so it could be a bunch of malware for all I know, but if you are already familiar with some 2d texture editor (Fireworks? Never heard of it, actually) then really all you need is a DDS file converter of some sort so you can open DDS, convert to whatever, manipulate in your favorite app, then convert back to DDS. If this freeware doesn't do it for you, perhaps you could switch to something like GIMP that does have DDS plugins available?
