If they are just not that great at driving and were paying too much attention looking at you in their mirror, they may have just boned off and hung out too long in a corner. Technically, it is the passer's responsibility to pass cleanly... but you can only react to what you expect the driver in front of you to do, so if they are acting erratically and it results in you getting spun off track, I'd consider that report-able, myself. Part of "clean racing" is respecting other drivers' room to race and from what it sounds like is that they didn't respect the spot right in front of your very likely line going into the corner.
