No, it does not (not that I know of). I am suggesting that it should, and that should be used as a "rating" actually worth the pixels used to display it.

Yes it should be a sliding time window, otherwise it will ignore changes in person's behavior completely.
MR also used a sliding time window as far as I remember for all of it's rating.
It doesn't make sense from quality perspective to use all instead of a window. Storage space wise it's not a big difference if a computer has to store 1 floating point value or 100. And the recompute after each session is minimally more compute intensive too.

Yeah I was up over 3.0 average after a couple hundred races, still slowly bringing it down and reached 2.4 so far. A clean race removes like 0.00 f***all so takes some doing lol!

Indeed, Minorating only considered your last 1000km to make your rating.
