Hi, 
I'm seeing some inconsistencies, or maybe just odd results in how the rating is calculated.
F.i.
My stats atm:

Picking random driver with about the same rating as me:

How can just 4 more starts and having a higher incident average grant a better rating than mine? No wins, no top 3.
I can find numerous examples of these odd comparing ratings. 
The guys directly below my rating on the same country:

It seems that for the guy with Rating 319, having a low IA has gaining him good ratings, even with only 10 starts, but 8 of them outside top 3 and zero wins.
For the driver with 326 rating, he has a few more starts but almost triple the IA, yet they hame almost the same rating. Then you look at my results with 13 starts and I'm only at 358, makes little sense  Huh

If you compare my ratings with the 3 examples I've found, I should have the highest rating, even when looking at IA. I know that drivers are sent to the available servers sorted by rating, so could it alone be that these drivers earned their rating some time ago when SRS was less popular, earning them points from server 1 all the time?

there is no bug, you are just watching starts and incs.
