I think the issue here is that beyond a report and having the admins look at incidents, there's very little immediate reprecussion for contact.
Lowering incident limits per race to 10, with an onscreen saying something like "1/10 contacts made, at 10 you will be banned for 3 weeks" is simple and effective enough for people to wisen up and not wreck.
As for the chat during the race, if you have people not checking mirrors under blue flags, sometimes it's imperative to type.
Now we both sound grumpy... alteast i'm not old
