First lap incidents: a possible suggestion

I'm wondering if this isn't the case already, there are incidents count (or not) that i cannot explain. One example, the other day with the Porsche on Spa, a guy hit my rear first lap, surely unintentional and it was a soft contact, but i get 1 incident while he didn't in the race results. Some races i knew i had 1 contact and it didn't show. Is it because the contact was just a breeze or something else. I d really like to understand how the system works exactly.
