In this case I was able to find out the name of the helmet file by myself, cause I found it in the texture folder.
But:

I tried it the same way like you and get the same results.
So guess like you, that it could be necessary to put the helmet-files under the texture folder (and point the skin.ini to it) and another copy directly into the own skin-folder.
Will try this in the evening.
