problem with the avatar flag

Hello Administrator ... after diving in this group of the forum I realized that there has been and there will be a lot of people with this problem and that we can change the flag but the change only has an effect on our profile ... Change of flag in the rankings is only possible by the Administrator ..... so I put myself in your hands and thank you in advance.
