Could it be possible that the air temperature fluctuates between 21 and 22C? Or maybe it starts at 21C and then goes to 22C as the time of the day advances?

EDIT: I watched another race, paying close attention to the temperature. During practice the air temperature was 21C, and it went to 22C at the start of qualifying.
Everything settled at 22/28 for the race.
