Specifically to make using pitstops be ACTUAL strategy, rather than "pit and take 1 liter of fuel because that is the only optimal solution" like I think every race was before. I don't know if this fixes it, but I can imagine it at least makes people try different things.
In the 1hr with mandatory pitstop 911 GT1 series yes the fuel and tire wear rate makes it so you have to have a proper pitstop, no cheese. However the 911 GT3 series is only 20 minutes with no mandatory pitstop so the extra fuel rate just means start with more fuel. This does have a good/bad effect (depending on your view) of it being like the track rubbering in. More weight at the start and then you start shedding rapidly so that car feels a bit different every few laps. At Spa it was drinking just over 7l per lap.
