I haven't played around with those settings either, as I don't have any issues. But there are a few options there that you could try.
130 ping is similar to what I'm getting, so that's not the problem.
Maybe your firewall/antivirus is blocking the srs server?
Maybe try a few more races, see if the issue persists.
