Difference between 96% and 100% is fairly drastic in some cars (like the classic F1 yesterday), and for a 20 minute race, I would argue that it should just be on 100% since more than half the grid in many races is coming in cold (if you will) which makes the practice 3 minutes and the majority of qualifying not a very good warm up (if you will) for race conditions. Couldn't we just have it set to optimal the moment we get on the server so everyone knows how to brake correctly going into Turn 1 (and 2, and 3, and .....)?

as Marek said, those condition makes qualy very intense, because you don't have to do any error in the last 1-2 laps, and it's how qualy should be, the maximum you can do in a lap, and i say that even if i always lose a lot of positions in 10 mins qualys (in like 90% of those 20 min races i'm faster in race than qualy ) , with 100% all the time it's just a mini race.
and for the wind, it's perfect as it's, because lap times with wind can be very different.

I think that SRS is not setting different weather conditions for different races, because the people would complain about it probably (maybe)

100% grip all the time?? Go offline and practice with it like that.... I like the increase in grip as the session goes so you have to plan your last couple of quali-laps.
The changing grip levels are really cool when you have very few people signed up, few qualifying laps, and then the race actually starts below 100%.
This adds to the "sim" aspect of it I think. It makes it more of a challenge instead of Arcade-like with 100% grip all the time.

As stated above, but in another way, more challenges = more fuckups from inexperienced drivers, of which there are many more of than experts. I'm not saying you have to dumb everything down and attempt to convert AC into Burnout... I'm saying that the more consistency between the time you drop onto the server and what the actual turn 1 conditions are going to be, the less likely you have a bunch of people from the middle and back of the grid plowing into the front of the pack due to locking it up and dive bombing.
And yes, I would complain if the weather was random every race for the same reason. I may be able to deal with it (as I actually put in a bit of practice outside of actual races, at optimum grip, of course, since that's what all the races are anyway) but it only takes one guy behind me that hasn't a clue to ruin a perfectly fine race for me.

Agreed that more variables = more incidents...
maybe in the 1h races when there is more time to ajust yourself,
but in 20 min public races, sometimes disputing with fast competitors that lack race etiquette/awareness and that act desperate to gain 1 position taking unecessary risks, seems better to maintain the conditions as predicteable as possible....
