No, it's free, but I think 3D is ripped off. I might be wrong about that, though.

Both the Guerrilla GT4 and Rollovers TCR pack use content ripped from other games and are thus ineligible for consideration.

...and there are already three other legit GT4 cars which have already been run previously. And Shaun Clarke's revised BTCC pack (from which some of the Rollovers TCR pack was ripped) are also pretty fun.
