Where find the track conditions?
I think they were posted at some point on the forums... but I couldn't tell you where, exactly. This is how I've got CM setup for practice sessions, and as far as I know, this is how all SRS races are setup (minus the odd choice to start grip at less than 100%).

Based on what i found, i use 22C air, 28C track, 13:00 time, clear weather, no wind.
So far i haven't had issues between offline and online, the laptimes are pretty much identical.

Huh... well, apparently whatever variables I got before are a teeny bit off... perhaps that's the difference then? I'll give it a shot when I put in some laps this weekend.

Could it be possible that the air temperature fluctuates between 21 and 22C? Or maybe it starts at 21C and then goes to 22C as the time of the day advances?
EDIT: I watched another race, paying close attention to the temperature. During practice the air temperature was 21C, and it went to 22C at the start of qualifying.
Everything settled at 22/28 for the race.
