where are competitions with closed setup?
the current ones are all editable

You can check https://www.simracingsystem.com/upcomingseries.php, if it says "fixed" in the series banner, then no setup changes are allowed for it.
Currently, only Caterham and Praga series are fixed setup.

Also, the Panda has no setup options except tire pressure.
