Hi, just looking for some clarification on why points are reduced for the 2nd, 3rd and 4th servers.  Is it to encourage people to register early?

Registration time has nothing to do with server positioning, which is done based on performance on the specific champ and rating.

1st place of server 2 has the points of mid position of server 1 (more or less), 1st place of server 3 has the points of mid position of server 2 and so on.

Why?
because 1st place of server 2 will have better performace than the drivers that finish after the 10th place on server1 and next time they race he will gain his spot on server1.
Note that this is very simple example as rating is also included on the calculation, it is just to show you how it works.
