When racing at at SRS server with Raceroom, is it required to change tyres, fill fuel, or is it okay for stop and go?

In Assetto Corsa it is required to refuel a little at least, so I guess it's the same for RR.

Nope, mandatory pitstop requires only changing at least one pair of tires (i.e. the front or rear).
Addig fuel and change the other pair of tires are therefore optional.
