There are two types of racing series in SRS - weekly, and daily. You can't simply race and race and race in a weekly series so dropping a person's worst result would keep more people in contention for the championship. In other words, people with less time will be able to compete with those who have too much time.
In the daily series it is possible to complete many races in one week, but if you do more than 5 races it will avg your results, making it impossible to maintain 102 points for the week (unless you actually win every single race).
I do like your idea of a system of more points for beating higher ranked racers but this would be a lot harder to implement than just dropping a persons worse result...
