Does incidents after the race count toward you incident count?

When there are no 'stewards' to make judgment calls it would have to be.
furthermore, if you are second place car running in qualifying you might think twice about booting a slower car out of the way.

Your rank in the qualifying order has nothing to do with who has to move over for whom. That's based on out laps versus hot laps, and position on track.

If your hot lap was cut short because you crashed out on the front straight (just a random example) and a faster guy is on a clean hot lap behind you, etiquette says you move over for them.

EDIT: To elaborate a bit in case anyone is unclear, if you're on a clear hot lap you don't need to yield to anyone else on a hot lap, even if they're faster. That's up to the faster guy to give himself enough space in front before starting his hot lap. (Which is also why it's poor form to pass a slow car in qualifying unless they clearly move aside for you, as they might just be trying to open up a gap ahead before a hot lap).
