I recently wrote about my issues with cpu occupancy >99% in these forums but I can't find it to reference it. It turned out to be my CPU was overheating and thus it was being throttled back until it cooled down. I didn't have to replace the CPU - I removed the heatsink and cleaned and renewed the thermal paste. If your PC's CPU hasn't had the thermal paste replaced in over 5 years it is possible its condition has deteriorated.

It is also worthwhile ensuring all the fans in your system are cleaned occasionally and dust removed from heatsink fins because that air has to flow...

Your PC specs are higher than mine, so if you've tried reducing graphics settings and that hasn't helped, make sure your CPU temperature is stable and not cycling up and down.

This is exactly what I have been doing. I am now at a point with my settings that it doesn't happen with 24 cars but does happen with 25.

I realize you just bought that GPU...1050ti ( My son just bought the same) it's really considered an entry level gaming card hence the price. The GTX 980 would have been much faster but probably put out more heat......some modded tracks or cars will have a negative effect on slower components. I'm running the GTX 770 and i just recently starting experimenting why I'm dropping to 30 FPS at Road America while i normally run over 100FPS. Ive tried just about everything and i still get frame drops  and sudden 1 sec. freezes(just once a race)...I have the I7-4770 and it runs @ 90% playing AC. Don't give up on the 1050 ti. Kunos warns not to adjust GPU settings and let the application decide but i still get frame drops and mini freezes. Turning down graphics in the game is all you can do maybe. As long as your processor isn't pegged at 100% all the time, you should be ok.  Like i said before, some tracks or cars are better than others as far as FPS goes.

I have around 70% CPU with my i3-6100 when playing AC.

+1,  i have an 11 yo E5450 at stock and never reach 100% 

maybe he have ultra low graphic settings and unlimited fps, so cpu is stressed more, but i dont think a 770 will bottleneck a 4770 ( i have a 960, and it's similar to a 770) 

and for the 1050ti, it's like 10/15 % faster than the 770, so you don't need to upgrade to that card..

it's not cluttered up trust me, i'm not sure what the problem is, nothing else is running in the processes that would pull any heavy load( no startup programs at all).....I'm using the info provided in the AC benchmark    FPS averages 135....cpu is @91% see pic below

Never mind.....i just assumed that was percentage in the benchmark, i'm not sure what that number represents ....I accessed the task manager while it was doing the benchmark and it said only 40% cpu usage for AC for the i7 4770....OOOPS....it is Persentage so i don't know. The game says 85-90% while task manager says 40%
