It would be interesting to see how many that number would drop to if auto clutch and auto blip were required disabled, assuming that makes it impossible to race without a clutch at all. If the game still lets you slam it into gears for 20 minutes without destroying the car, it probably wouldn't change the numbers all that much. Of course there would likely be another thread started asking WTF. 
But if the lack of these assists allowed made the car totally un-drive-able without the clutch? I have no idea. I would guess you wouldn't fill up a single server (<23 drivers). Just a guess however.
Hopefully we'll never have to find out and everyone will just deal with scrubs like me using paddle shifters pretending my Mazda is a Ferrari.
