Cant use wheel or pedals

Hello, I have been having the problem of using my wheel and pedals when I join. For the past few months I had the problem of joining in the first place and once i switched to CM ver 1.60 that seemed to fix the issue. I've been trying to join races for the last few days and haven't had much luck. I feel as if shaders are the issue but i'm not sure and honestly quite lost at this point. Any help is appreciated.

1. Can you join when CSP is off and not required?
