it happenig time to time, best is everybody wait to cars apear again , and  start racing only after all cars visible not sooner, or big crash ocur

I don't think that's the best thing you can do when this happens, otherwise the people who are just paying attention to the lights are going to plow into you. Everyone should just pay attention to the lights and start mostly normally, possibly with a little bit less speed. That way when people inevitably blink back in, they aren't blinking back in going 0 mph inside the middle of your car, but instead are at least in front of you going SOME speed.
