Yes it should be a sliding time window, otherwise it will ignore changes in person's behavior completely.
MR also used a sliding time window as far as I remember for all of it's rating.
It doesn't make sense from quality perspective to use all instead of a window. Storage space wise it's not a big difference if a computer has to store 1 floating point value or 100. And the recompute after each session is minimally more compute intensive too.
