A race is a race. If someone qualifies on pole (or top 3 at least) they should be good enough to pass with care and not cause an incident. Make them work for their win, they might make a mistake and spin off at some point in the race. If you're close enough you can capitalise on that if you hold them up fairly for longer.
If someone out-qualifies you by 0.2 seconds it might have been a fluke lap. I've seen it quite often, been out-qualified by a fair bit but they just don't have race pace or they can't keep it on track.
Of course there are aliens out there, in which case I won't even bother slowing myself down trying to keep them behind, thus the +0.25 ?
