As I see it, there is a little 'contra' about this system. Once the skins are uploaded, app tells you to exit and rejoin the server, but many people didn't do it, so, they still see no personal skins

This is partially a problem as there are not many servers, so when you race again with same car and skin on the server, your skin is visible and vice versa, if an opponent uses same car and skin you'll see it. This is due to the fact that the skins is loaded when the cars and track are loading, this is why after skins transfer you must exit and join back.
