Have you already restarted CM after track installation?
---edit---Looks like the version listed in registration is 2021, and the content download link leads to updated 2022 version. This is a somewhat common problem when tracks update (DL link leads to updated version). There was a link in racedepartment download for the old version, install both to be sure, folder name is different.
