These were created using Content Manager and GIMP. I think PhotoShop might be smart enough to import them, but your mileage may vary.

Bit of googling turned up this, where you can open an xcf and export as PSD. https://www.photopea.com/ You don't really use "templates" making skins in Mudbox, but if I need Ambient Occlusion, Content Manager works great.
