Yes Nick it is possible in server setup, I was already saying here something like this, but it probably wasnt approved by SRS

Alternative could be to reduce the pit window time, like in Blancpain sprint series where pits are opened 10 minutes between 25th and 35th minute of the race, but I don't know if this parameter is adaptable on the server.

now what has to be discussed is the time window for pit stops then, between 15th and 45th allows a great variance of strategies IMO.

I mean, without the maximum fuel load it can be still the same.. people will just come to the pits for 1l of fuel and thats it..

I think that a few months ago there was s serie (I think it was Porsche Cup) with a 200% fuel usage to force pitstops on longer races. I don't know how it worked but I seems like a nice idea

It was even 260% if I remember well, and yes it was with the Porsche GT3 Cup 2017. Personally I wasn't a big fan of this because it changed too quickly the balance of the car.
If it was my decision I would go for Marek recommandation of a predefined maximum amount of fuel to force a refuel of a reasonable quantity during pit stop.
