Is there any way to have a series of 1 hour races such as nurburg that allows driver changes for the mandatory stop have some mates and thought it would be cool to race as a group

Not sure if that's possible of Assetto Corsa. I think it is for ACC though.

I think it might be, the admin has to add player steamguid to specific cars though and dont know how well it has been implemented but i have seen the option in the config files for my server but never used it so cant be sure.

Assetto Corsa isn't set up for driver swaps. You can lock cars to Steam ID but it's 1-to-1; I don't know of a way to assign multiple IDs to the same car, which is what you'd need for an effective driver change.
Maybe if we bring RF2 back, but IIRC the player base just wasn't there to support it.
