Incident count algorithm - David Iglesias - 07-25-2019

So, hereĀ  it is a video from the last Mini race on Red Bull Ring where you can see two small contacts.

These two drivers didn't have any other contact between them or any othe driver after that. At the end, the white car ended with 2 incidents while the yellow car ended with 0.

The question is, why?

I have read somewhere that not all incidents count the same, but I didn't know that the system could decide who's the guilty of a contact. Is that algorithm public? If not, I wish this post can help you to improve it, since it doesn't look really fair in my opinion.

(By the way, Im not complaining about the incidents itselfs, that was a really clean and long fight and those contacts were just race incidents).
