Hi!
Just raced the TT cup. seemed like you could make setup changes for suspensions etc, a lot more than what the fixed setup page is saying.
* So, either the menu still shows up but you can't make any actual changes,
* Or not all racing series are fixed setups? -how can I know which is going to be fixed setup, before the race?
* Anywhere on the website does it give this information? Can I download and run the fixed setup on my computer to see exactly how it's going to work during the race?

You can see it in the blue bar on the screen where you can join race.
"Road - setup Open - drivers (26)" for example.
"Open" means you can change your setup. If you can't it says "Fixed"
Currently all the AC series seem to be open.

Yes, of course, but these days (23/02/20) there is the Abarth Assetto Corsa race with a fixed setup, where can this setup be tested or entered into a server to prove it?

as written on the Fixed setup announcement, default setup is used with locked parameters.
