hi guys iv just raced,and the car in front of me was dancing all over the track.he was there then gone then there again then gone then in the side off me and knocked me off the track,just seemed a bit weird

He probably has connection problems. Happens to me sometimes when somebody in the house hogs bandwidth. It's rarely drastic like that, more like micro stuttering, but it's the same thing, just to less degree. I think you can report him if he hit you and ruined your race.
