Well, as long as i know, when you participate in a unofficial race (less than 7 players) on road races, you get some rating points.
This is not working on Oval ratings, you only get your incident average rising
. Will be great to give some points to motivate people to enter the servers.

It's a shame that poor participation.
I think having a couple of races every day will make people to enter.
