You just need to unzip/unrar the file and copy/move the folder to:
C:\Steam\steamapps\common\assettocorsa\content
For TRACKS
Steam\Steamapps\common\assettocorsa\content\tracks
For CARS
Steam\Steamapps\common\assettocorsa\content\cars

It always says download requiered, the webpage don´t have access to your folder of assetto corsa to see what you have installed.
