Hi all!!. I was looking for all the page and not found nothing about reputation ( it's in user Control panel) and can watch here in the right. How it works?

It's a common forum tool, It's given by users with the "rate button"

Is there a way to leave a rating for a member without having to rate a forum post? For example can you search a member name and directly submit a rating? This would be helpful to reward and acknowledge a good driver.

Sure, by clicking on the driver's name. On his details, you can find the ratings, where you can submit yours.
